BOARD OF DIRECTORS

J Eladio L. Angeles

President

Mr. Angeles is the president and general manager of Olympic Engineering and Sales Corp. A holder of a Bachelor of Science in Civil Engineering degree from the Mapua Institute of Technology, he is a registered civil engineer. He started his career as a cadet engineer at SKI Construction Group, but, after only a year, he transferred to Olympic Engineering where he gained his 17 years of experience working in and providing high quality service to various construction projects, with focus on health, safety and environmental issues. He handles projects mainly in the areas of ports and marine structures, dredging and pipe jacking, fuel/oil facilities, engineering design, consultancy, and inspection and equipment rentals. Olympic Engineering joined ACEL in 2004. Mr. Angeles has been a Director for more than 10 years and has served as the Association’s First Vice President twice.

Jonathan R. Perez

1st Vice President

Mr. Perez is the president and general manager of JAP Construction & Development Corporation, a company he founded in 2003. He is also the founder of JAPCON Equipment, Trading & Trucking Inc., JAPEREZ Construction & Development Corp. He is co-owner and co-founder of HD Rentals & Construction Inc. and Fil-Xperts Piling, Construction & Development Corp. A registered civil engineer, he holds a Bachelor of Science in Civil Engineering degree from the Mapua Institute of Technology. He started his career as a bridge engineer/quantity engineer/administrative officer at Construction Consultants Corporation and was involved in the firm’s Baybay-Bato Section road construction project in Leyte. Quickly gaining experience and honing his engineering skills, he started getting his own project contracts after only two years. Mr. Perez has sat at the ACEL board since 2012.

  

Justo F. Manalo Jr.

2nd Vice President 

Mr. Manalo is vice president for equipment operations at J.E. Manalo & Co. Inc. (JEMCO) where he manages the company’s entire fleet of equipment. Working at the family-owned company, he got an early exposure in the construction industry and, over the years, gained extensive experience in most aspects of the construction business. He also owned and operated several businesses in the areas of agriculture, real estate, services, and retail, both in the Philippines and in the United States.  As a businessman, Mr. Manalo also ventured in IT technical support and became a counselor for a technical college. Moreover, he is a licensed realtor in Northern California since the early 2000s. For 25 years now, JEMCO. has been an active member of ACEL. Mr. Manalo has been serving as a member of the Board of Director since 2010.

Abigail S. Mancilla

Treasurer

Ms. Mancilla is vice president of the First Philippine Skills & Equipment Testing (FPSET) Corporation. Based in Pasig City, FPSET serves as third-party inspectors for various construction, mining, industrial, transport and offshore equipment to ensure that safety is given the highest priority in every workplace. A graduate of the University of the Philippines, she enrolled in the Fire Protection and Safety Engineering Technology program of Eastern Kentucky University (EKU) in 2011 which prompted her to pursue a career in the field of safety and construction. FPSET has been an ACEL member since 2004, and, thus, she knew about the Association even before she joined it. She became an ACEL Director in 2014 and served as the Corporate Secretary of the 2017-2018 Board of Directors. This is her second stint as the Association’s Treasurer.

 

Antonio G. Coronel

Corporate Auditor

Mr. Coronel, C.P.M, is the global procurement head of International Container Terminal Services Inc. (ICTSI), a Philippines-based company that is in the business of acquiring, developing, managing and operating container ports and terminals worldwide. Established in 1988, ICTSI now operates 32 terminals in the Asia-Pacific, Americas, Europe, Middle East and Africa. It continues to receive global acclaim for its public-private partnerships. Mr. Coronel, who holds a Bachelor of Science in Metallurgical Engineering and MBA degrees from the University of the Philippines in Diliman, began his career at EEI Inc. where he worked from 1973 to 1987. He joined ICTSI in 1988 and has remained with the company since. Although ICTSI became an ACEL member only in 2000, he has served as a Director of the Association since 1992.  

Juan Lorenzo Luis DC. Banson

Corporate Secretary

Mr. Banson is the used equipment manager at Monark Equipment Corporation. One of the founding members of ACEL, Monark is the official dealer of Caterpillar products in the Philippines and is widely acknowledged as the country’s No. 1 heavy equipment solutions provider. For over 30 years, the company has been an active contributor to nation-building. Mr. Banson graduated from the Ateneo de Manila University with a Bachelor of Science degree, major in Business Management, minor in Enterprise Development. He started his career as a Monark cadet and worked his way up to the company’s management level. Through the many positions he has held, he has primarily focused on sales and process improvement. Aside from serving as ACEL Corporate Secretary, he also chairs the Committees on Corporate Social Responsibility as well as Safety & Disaster Relief.

Arlan P. Vergara

Public Relations Officer

Mr. Vergara is the general manager of RMD Kwikform Guam, LLC and concurrently the head of operations of RMD Kwikform Phils. Inc. A global company headquartered in the United Kingdom, RMD Kwikform specializes in the design and supply of British systems on formworks, shoring and scaffolding. Mr. Vergara holds of Bachelor of Science in Civil Engineering degree from the Don Honorio Ventura State University in Pampanga where he graduated cum laude. A registered civil engineer, he is also a junior geodetic engineer and has a Master of Business Administration degree from the same university. For the 2021 term, he also serves as the Chairman of ACEL’s Committee on Philconstruct. He is likewise an active member of the Philippine Contractors Association (PCA) where he serves as alternate Chairman on Labor and Relations and Safety Development.

Jovito P. Basilio

Director

Mr. Basilio is the operations manager and a director of Basilio Rentals & Sales Corp., a family-owned company that specializes in leasing out heavy equipment. It is likewise engaged in equipment trading. He holds a Bachelor of Arts in Interdisciplinary Studies, minor in Business and Communication, from the Ateneo De Manila University. After graduation, he worked as a sales manager at Autoplus Corporation but, after less than a year, he decided to join the family business. Then known as L.P. Basilio Construction, the company became an ACEL member in the late 1980s. It took a leave of absence but returned as Contractors Developers Unlimited Inc. In 1995, it was renamed Basilio Rentals & Sales Corp. Mr. Basilio has served as an ACEL Director for 18 years and was the Association’s President in 2015-2016 when ACEL celebrated its 50th anniversary.

Francis Frederic H. Cruz

Director

Mr. Cruz is the chairman and president of Frey-Fil Corporation, a company that offers general contracting and engineering services, as well as precast products. He also serves as chairman of TopCruz YSP Inc., a Quezon City-based construction company, and as president of Filmetrics Corporation, a business solutions provider that specializes in integrating biometric technology, mobile systems and date analytics, and FF Cruz Shipping Corporation, an Iloilo City-based domestic shipping firm. He is a member of the board of directors of several other companies, including Fil Geosolutions Inc. and GeoTechnics Philippines Inc.. Mr. Cruz holds a Master’s in Business Administration degree from the Ateneo Graduate School of Business and a Bachelor of Science degree major in electronics and communications engineering from the Ateneo de Manila University.

Nicole Warren

Director

Ms. Warren is an assistant vice president at Pacific Orient Winds Corporation, a trading company that was founded in 1985 to engage in the sale and servicing of construction, mining and port equipment, spare parts and supplies. She joined the company, also known by its acronym POWCO, in 2012 as a sales manager. In 2017, she became the rental, sales and business development manager, and, in 2018, was promoted to her current position. A holder of a Bachelor of Science degree in Management Information Systems from the Ateneo de Manila University, Ms. Warren is also the proprietor of Five by Five, a Quezon City-based firm that develops marketing strategies for businesses that promote brand awareness and increase sales through specifically targeted below-the-line marketing activities.

Ronald L. Yao

Director

Mr. Yao is the vice president of Civic Merchandising Inc. where he has been working for 24 years now. Headquartered in Novaliches, Quezon City, Civic Merchandising is a privately-owned trading company that serves the Philippines’ construction, mining and transport industries. It is the exclusive distributor in the country of Volvo construction equipment and trucks, SDLG construction equipment, Sany cranes and concrete pumps, UD Trucks, Bobcat skid steer loaders, JLG mobile elevating working platforms, and other high-quality construction and mining equipment from leading global manufacturers. Mr. Yao holds a business administration degree from the University of Santo Tomas. When not busy at work, he stays active by participating in marathons and triathlons, and by playing golf. And when his work schedule at Civic allows it, he engages in various other endeavors.

 

 

 

 

Segundino Y. Selma III

ACEL Cebu Chapter President

Mr. Selma is the COO of Anseca Development Corporation, the youngest ever to hold this position to date. Anseca is a Cebu-based company that is primarily engaged in earthmoving and allied activities. Founded in 1983, it has, over the years, expanded its service offerings that now include mine engineering, pit planning and design, quarrying and equipment leasing. It is one of the pioneering members of ACEL’s Cebu Chapter and has been an active participant in its activities since its establishment in 1988. Mr. Selma is the incumbent President of this Chapter, a position he has held for four consecutive years now. Prior to his appointment as Chapter President, he served as an ACEL Director from 2012 to 2016. He is also a director of the Philippine Nickel Industry Association (PNIA), a non-stock non-profit organization that aims to promote and develop the country’s nickel mining industry.

Dino Mae D. Suelto

ACEL Davao Chapter President

Mr. Suelto is the chairman and chief executive officer of Maer Summit Konstrukt Inc., an ISO Certified, “AAA” construction company that does infrastructure projects for the Department of Public Works and Highways, Department of Agriculture, Department of Health, National Irrigation Administration and various local government units. He is also the chairman of Maer Summit Technologies, a Davao City-based IT firm that provides end-to-end business solutions to small and medium enterprises. It also supplies computer hardware and accessories to business process outsourcing (BPO) firms and resellers. Mr. Suelto likewise serves as the chairman of Maer Summit Properties Inc., a property development company that operates in the Greater Davao area. A graduate of the University of the Philippines in Diliman, he holds a Bachelor of Arts degree in Economics.

Eduardo P. Trinidad

Mr. Trinidad is the president of Inframachineries Corporation, a dealer in infrastructure equipment that he founded in 2011. He is likewise the founder of Cleamco Industrial Corporation, a company specializing in the distribution of special maintenance equipment. He continuous to serve as the marketing director of this family-owned business where he handles brand management, marketing and sales, and customer relations. An expert multitasker, he also founded and sits as the president of Tri-Globe Transport Services and Trading Inc. Aside from overseeing operations, he maps out the strategies for the continuous growth of this firm that is focused on the importation and sale of brand new as well as used heavy equipment. Mr. Trinidad has served as an ACEL Director since 2015 and has been the PRO, Auditor, Treasurer and President of the Association.

Chairman

The Committee on Website and Newsletter serves as the board of review for the ACEL website and newsletter. It monitors and guides the website administrator and newsletter editor to ensure the quality and veracity of their content and design, as well as to ensure that the information they disseminate is properly and accurately presented. The committee also makes recommendations regarding the website’s development and the newsletter’s content and structure.

Chairman

The Committee on Philconstruct serves as the external linkages committee of ACEL. It coordinates with the Philippine Constructors Association and the Philippine International Construction and Building Materials and Equipment Exhibition to reach out to local and international industry movers and shakers. It conducts the Philconstruct “technoforums” that offer trainings to construction industry players and updates them on the latest industry developments.

The Committee on Membership serves as the internal linkages committee of ACEL.  It ensures that the quality of the Association’s membership is preserved and is always given top priority. It holds and properly coordinates meetings to ensure that good attendance and better interaction between and among ACEL members are achieved. This committee is also in charge of the recruitment and acceptance of new members in the Association.

The Committee on Fellowship promotes camaraderie and good rapport among the members of the Association. It plans and promotes social events, sports tournaments and other fellowship gatherings. Members of this committee are also at the helm of several sports activities and events which are held on an annual basis, all aimed at providing the Association members and associates in the industry opportunities to socialize and have fun.

& Certification

The Committee on Corporate Social Responsibility plans and implements programs and projects that enhance the values and services of ACEL, bolster its public image and reputation, and contribute to the microeconomic development of the country by promoting sustainable growth for all. It reviews and monitors the CSR policy of the Association from time to time to ensure that it remains relevant and responsive to the changing times.

The Committee on Manpower Development and Certification promotes, develops and implements a comprehensive manpower development system focused on the needs of the construction sector. It also undertakes certification and testing programs while implementing trade skills standards for the industry in partnership with concerned agencies such as the Technical Education and Skills Development Authority (TESDA) and the Construction Manpower and Development Foundation (CMDF).

The Committee on Research and Revision of By-laws serves as the main authority and resource for ACEL’s by-laws and parliamentary procedure. It is responsible for the creation and maintenance of the Association’s by-laws, the set of rules that guide its operations and activities. This committee draws up the purpose of the Association, how the Directors are elected, the duties and responsibilities of the Officers, as well as the meeting schedules.

Chairman

The Committee on Safety and Disaster Relief was constituted to respond to the needs of the country in times of calamities through the mobilization of the members of the Association for disaster relief and rescue operations. It oversees the development of emergency preparedness and response plans as well as evaluates their effectiveness to enable the Association to achieve a greater level of preparedness and improve its response capabilities.

The Committee on Government Relations reviews, researches and makes recommendations on government legislation and policies that impact ACEL. It coordinates with the government to convey the views of the Association on important issues that concern ACEL and its members. It is primarily responsible for monitoring the activities of the legislative branch of government and for representing the interests of ACEL in all government levels – local, regional and national.

The Committee on Rental Rates is responsible for the continuous review and updating of the data and information contained in the Rental Rates Equipment Guidebook of ACEL. This committee ensures that the guidebook reflects the prevailing trends in and nuances of the market as well as the competitiveness of the rental rates as compared to those charged by competitors in the industry. The committee also recommends the appropriate rental rate for every piece of equipment.

Mr. Manalo is currently a planning and control engineer at J.E. Manalo and Company Inc. The company, now known by the acronym JEMCO, began modestly in 1961 as a single proprietorship with one small crawler crane. However, after its incorporation in 1969, it grew rapidly and steadily expanded its services portfolio. After completing several critical infrastructure projects, including major flood control projects for the then Bureau of Public Works, it was named as one of the country’s 13 most outstanding public works contractors in 1978. Today, JEMCO is an ISO 9001:2015-certified firm that specializes in the construction of highways, bridges, ports and sewage treatment plants. It joined ACEL in 1991. Mr. Manalo, a Bachelor of Science Civil Engineering graduate of the De LaSalle University, monitors and provides support to all JEMCO’s ongoing projects. He now co-chairs ACEL’s Committee on Rental Rates.

Ms. Angeles is the purchasing manager and office manager of Olympic Engineering and Sales Corporation. As the company’s purchasing manager she is responsible for sourcing equipment, goods and services and managing vendors, as well as developing and implementing purchasing and contract management instructions, policies and procedures. On the other hand, is office manager she ensures that the office runs smoothly and oversees administrative support. She also analyzes administrative operations and strategies, as well as employee performance, in order to suggest and implement improved work methods and systems. Prior to joining Olympic, she worked at Universal Robina Corporation and Powerbooks Inc. She holds a Bachelor of Science degree in Management from the Ateneo de Manila University where she graduated in 2006. She also minored in Japanese Studies.

A founding member of the Association, Monark is widely acknowledged as the No. 1 heavy equipment and generator sets provider in the Philippines. The exclusive authorized dealer of Caterpillar products in the country, the company also distributes other leading European and North American heavy equipment brands. A Bachelor of Science in Management Engineering graduate of the Ateneo de Manila University, Mr. Banson likewise holds a Masters in International Economics and Management degree, with focus on money, banking and finance, from the SDA Bocconi School of Management in Milan, Italy. He started his professional career in 2001 at a consultancy called Iberpacific, a partnership between Union Fenosa of Spain and the Manila Electric Co.
